How did you do this table cover, the blue skirt with white top and pink trim?

I use this trick a lot , especially when using a table at a facility , they would not want me to glue my table skirt to their table. So I first tape the white paper on, then hot glue my table skirt around the edge of the table. So I'm gluing to the paper, not the table itself. I also did this in several of her other parties that are posted here
