1st Cupcake Birthday party on a Budget

I had this party in 2008 before cupcakes were trendy and all the craze which means there weren't any cupcake party decorations available to choose from. No cupcake plates or anything. It was perfect that the dollar store just happened to have cupcake balloons! I made the cupcake cakes from special cake pans. I really wanted to make cute cupcake cookies for favors but didn't have time.
